New Hampshire House Adopts HR25 Recognizing Bhutanese Displacement
CONCORD, N.H. — The New Hampshire House of Representatives has adopted House Resolution 25 (HR25), recognizing and acknowledging the displacement of more than 100,000 Nepali-speaking Bhutanese citizens during the late 1980s and early 1990s.
The resolution passed by a vote of 220–115 and calls for reconciliation, restoration of dignity, and meaningful dialogue to address longstanding human rights concerns. It further encourages the release of political prisoners and humanitarian engagement, including allowing Bhutanese Americans to visit loved ones, attend funerals, and reconnect with their birth country.
Peace Initiative Bhutan’s co-founder, Sudarshan Pyakurel, told Bhutan Khabar that PIB members are coordinating efforts to introduce companion resolutions in New York and Pennsylvania, while the Ohio Senate is expected to schedule a full Senate vote on SR39, a companion measure to HR25. Pyakurel also confirmed that Peace Initiative Bhutan is actively coordinating to reintroduce a similar resolution in the United States Congress.
Prime sponsor Representative Suraj Budathoki emphasized that the resolution seeks engagement, not confrontation.
“Our call remains one of peace and dialogue. We respectfully invite the Government of Bhutan to engage in sincere conversations toward reconciliation, healing, and practical humanitarian steps that can rebuild trust between communities separated for decades,” Budathoki said. “Reconciliation will strengthen families, restore dignity, and build bridges that benefit everyone.”
Copies of HR25 will be transmitted to the President of the United States and the U.S. Secretary of State.
